The goal of these eventual changes is to create a high performance culture - where going above and beyond for the American taxpayer is differentially rewarded everyone is accountable to minimum standards of performance. Great employees want this and Americans deserve this.

This article by @washingtonpost is both factually incorrect and a disservice to the many federal employees who work very hard on behalf of the American people.
The "academic" - "giving high ratings doesn't cost anything and improves morale." Wrong - it neuters high performers who receive no differentiated recognition. It destroys morale and creates a system that discourages high performance and lacks accountability for poor performers.
