The idea is that we could just be more efficient and we wouldn't need all this electricity and these GPUs, because see the Chinese are doing this. So the fact that we are less efficient is because we want to spend money on infra and blow a giant, dangerous bubble.

The specific meme of "the Chinese models show you can be more efficient" is persistent because it does important ideological work in both the AI datacenter energy wars & the AI bubble discourse. You hear it from both Bannon and Karen Hao, so it has a horseshoe quality.
The work it does is to support the notion that the all the AI investment -- especially the much hated datacenters, but also model training & startup ecosystem etc -- is "fake" & being done purely for grifty reasons. If only US AI shops would write more efficient code!
