The replies blame the auto industry for pushing for this. Accountability lies with congress. Their job is to hear all sides and find the path to legislate or not. The climate and environmental advocates were right there and had no problem getting the ear of Congress. So much of what is wrong is that compromise becomes the goal, not a tool. The problem with compromise is not just that no one is happy. The result is almost certainly to complicated to predict first and second order effects. (see also, affordable care act) Anyone who has worked at a big product company facing a design choice knows that compromise == design by committee --> bad.
