Hawks like Wenfeng's «admissions» (in the interview and papers) of lacking chips. I think they are wrong to assume he speaks for *China*. Whale bros are always very polite, but they are well aware of who they are. From their perspective, ByteDance/Baidu sure don't «lack chips».
Americans can't tell, sitting on their millions of inefficiently utilized GPUs and TPUs, but there is a very great difference in compute capability between Chinese labs, and no such great difference in model capability. DS/Moonshot/GLM are not like Alibaba/Tencent/BD.
