Starting this week, Plex has implemented new rules prohibiting unsubscribed users from remotely accessing Plex server content via Roku OS. This means either the Plex server owner or the user must pay. Under Plex's revised rules this year, at least one party must pay for remote streaming services to be available. If the Plex owner pays, all users can watch; if Plex users pay, they can watch content from all Plex servers.
