Could it simply be a small-business-country mentality? Everything you describe, I can relate to as a New Zealander. In NZ, every mundane task becomes a weeks-long quest with emails, phone calls, follow-ups, and even meetings. My wife and I have been dealing with mom-and-pop businesses with warm, welcoming service and terrible support for years. We live in Poland now. Polish people LOVE Japan because they have a lot in common: yes, there are many rules to follow but, like you said, "Things. Just. Work."
