They are completing the project of Chinese civilization as such. But the state is not in permanent mobilization, the gaokao selection is more or less a modern Imperial Exam, the KPIs are diverse and allowing for human flourishing, so he does not breed mass resentment. They solved the Steppe Problem both by crushing force (as Han) and by Universal Empire post-Han civic nationalism (as Qing), and are finishing the integration of ethnicities into a sinicized Mandarin-speaking blob. Now nobody is a barbarian. The CPC has completed the Land Reform multiple emperors attempted. They can afford infrastructure spending and hydraulic management on a scale that dwarfs the Grand Canal, on a scale that goes beyond China proper with BRI. The succession problem of all previous dynasties is in theory solved by the fractal performance legitimacy, every new Chairman earning his claim to the Mandate at increasingly higher level of governance. They do not intend to go rigid, collapse economically and surrender ideologically like the Soviet Empire. They are avoiding financialization and deindustrialization like the American one. This is not an exhaustive list. They seriously intend to build an End of History state here. And only Avengers Assembling can stop the capeshit that is inevitable…
