There's been commentary suggesting the administration's Merit Hiring Plan implies a "loyalty test." To be clear: the plan reinforces the nonpartisan career civil service. Agencies evaluate applicants based on skills, experience, and commitment to public service, never political views. No ideological litmus test, just merit. This matter was already litigated and settled before the Office of Special Counsel.
