If a person is arrested and not charged, or arrested but later acquitted at trial, the government should be forced to pay restitution for all damages suffered by the person due to being arrested and what followed. Job loss, time spent with family and others lost, reputation, etc.

This was 100% true at the time. There were only a few niche cases where you would have been able to get that value, ones that would not apply to most people. And the real "value" they took from it was bragging rights.
