So offer a statewide referendum on income tax to amend the constitution on the condition that you remove all the regressive fees that constitute the backbone of what is termed "upside down". It is the gas tax, B&O tax, auto tabs, sales tax, tolls, transit, and all the commerce taxes that make it regressive. But you won't change that. You'll just increase government spending while population flatlines.

Since it can't be an income tax by state constitution it will be some sort of excise tax--aka a luxury tax on salary. Crazy times for tax code. Like when the redefined capital gains to be a luxury and not income.

I wish I had words to describe this. Strategically this is not an investment in the future. It is activity in search of progress. I really said this same thing in 1990 about rewriting C into C++ and urged to focus on just the C++ stricter C compiler. And I was working on C++!
